Although the ticks or buzzes can be heard by ear, when I find a bad fence
I usually go out at dusk to pinpoint the problem when you can easily see
the blue arcs.  This convinces the fence owner there is a problem as well
as a possible fire hazard.  They then become quite cooperative.
