The interesting nuance is that there is NO requirement, from a DXCC
QSL standpoint, to have a report. You can submit a QSL for credit
without any report and it will be accepted.
Does copying your call OK but not the report constitute a "good" QSO?
Is a simple exchange of calls a sufficient enough exchange of
"information?"
That is an individual decision.
