This MUST be related to tower height.  In other words, the top
of a 150' Rohn 25 tower can probably rotate 25 deg. or more
before reaching it's twisting limit.  In this case, I believe
even the short Rohn torque arms would do some good.

And in the case of shorter towers, longer torgue arms can be
used.
