The only time I ever saw a ground plane in an inverted position,that was
installed thaty way on purpose, was at the top of Haleakala on Maui(KH6).
Elevation 10,000 ft.The reason it was installed that way was because the area
that they were trying to cover was essentially below them  at sea level..
While the radiation pattern of a ground plane is inclined to be relatively
low, it isn't less then zero. However, if the GP is inverted  the radiation
pattern will be down rather then up and that is what they wanted.
