I'd rephrase that and say the bottom of the base sections sets *in* the top 
of a 6 to 8" layer.That keeps the concrete from flowing down and around the 
bottom of the legs. Usually you have to use a frame at the top of the hole 
to hold the tower section from setteling too deep into or even through the 
pea gravel during the pour.

will see the top of the section to be set in the concrete is just above the 
form . The concrete was crowned to just below the cross braces under the 
bolts.
