Why in the world would one put up an antenna/tower that close to a  power
line. (Hello, Darwin .....).

Good point.  However, one needs to consider this in a broader  sense.  Many 
amateur radio towers are installed close enough so if they  fell over, they 
could strike power lines.  Likewise, wire antennas strung  from them become 
loose 
and blow around eventually landing on multi-KV  lines
 
Anytime we had a big blow come through,  before operating I always to  a peak 
outside to see if any of the wire antennas happened to be in close  proximity 
to the  power lines.
