Shoot --  Had a hot flash ...  no... not  THAT kind,  the cool
idea kind...  ;-)

Set up a stiff 35 foot (or so) Fiberglass flagpole - complete with
flag.   BUT also add an extra HALYARD for hoisting the flag --
BUT REALLY it will be a heavy, like 8 or 10 gauge, wire to function
  as a vertical antenna element.

Then tie a rope to the end of the wire element and run it through a
pulley or eye bolt at the top, and then tie that to the tie bar at the
bottom like you would the flag rope.  Actually the flag will have no
rope... it will be one  that does not need a rope... so the look is
perfect and fools everyone.  Or the flag can attach to the rope that
comes down, opposite the WIRE that goes UP.   So you have the
wire going up and the rope coming down for a complete cycle.
Best of the flag supports itself - these are quite common so easy
to get for nearly any flag pole these days.

Hide a small but heavy duty balun in the flowers at the base
(just weeds actually... to cheese off the house police...i.e. park
management)    and then lay out some radials to balance it, which
you will explains to nosy neighbors is a rodent or snake retardant
system or some such malarkey ... the more bombastic and
outrageous the story, the more credible...  and also tie a couple
radials to whatever he can find that is metal, like a fence, car, well
head,  mobile home frame or skirt, whatever metal he can work in.
You could even use metal lawn edging - forget the text book about
symmetrical layout... get creative and obsessive about it.   We are
at war... so act accordingly!
