I was under the impression that MOV devices are "damaged" somewhat during  
each protection event and eventually enough "damage" accumulates and they 
have  to be replaced.
 
Maybe someone with more knowledge will comment on that.
 
If this is the case, it seems that a big hit might use up a lot of the  
reserve.

MOV's  should fail shorted or destroyed.  A visual or simple continuity
check  will locate those.  Occasionally they will fail open.  There is  a
HV tester for MOV's but if you have access to a megger or hipot  tester
that will work as well.

Otherwise just replace them  all.  They are cheap and very effective...
