How the antenna interacts with the earth in the far field is a BIG
part of it. Try modeling a vertical 40M dipole and a horizontal 40M
dipole at various heights, then plot their patterns on the same
axes. (that is, save the plots for each, then import one plot into
the other's screen display). The horizontal dipole has a greatly
superior pattern.
A vertical monopole (quarter wave, 5/8 wave, etc.) and variations
thereof interacts with the earth in the far field in a FAR better
way. I believe it relates to where the center of radiation is. For
the monopole, it tends to be quite close to the earth.
