No doubt.  Every installation is different.  Depending on height of the 
tower and what is on it, there can be lots of ground loss or little 
ground loss.  In some cases radials will help a lot, in other cases they 
may be insignificant.

I don't know, but it would only be of benefit to the person that has the 
antenna that the measurements were taken on.  If you want a general 
rough answer, it's likely that a short tower (maybe 50-70 ft) with lots 
of top loading would benefit significantly from radials on 160.  A 100 
ft tower with significant top loading is in the region where a sloper 
can work very well on 160 with low ground loss (but that's no 
guarantee).  A short tower with little top loading works a lot like an 
inverted vee with a very acute angle and one leg of the vee tied to ground.
