Like I said, that's why I was thinking using DP relays, the second pole for the 
LEDs - and use 4, one for each LED, and it makes the using wired or gates 
simple Think - "How do I explain how to do this on one sheet of paper?" - Yes, 
I know that the targeted end users are hams, and SHOULD know electronics - I 
know with a micro, we can do it with 2 relays replacing the dual deck rotary 
switch (after all, 2^2 = 4), but 4 relays makes it simple to understand (cut 
THIS wire, put across these terminals - repeat 4x)

Anyway, it's moot, as that board from Unified Micro does it, it's already 
wired, on a PWB (PCB) and does it cheaply enough that it doesn't pay for me to 
wire up my own proto board.  I have all the stuff I need to make it work, so...

Obviously, I'm NOT going to design something that already exists, and does the 
job fine
