Hi Chris,
Yes, you need one thin string/rope for each locking device down to ground
level. Pulling the strings will realease the locks and you can lower the
sections. Maybe inconvenient for some but low a price to pay for increased
safety and sound sleep! ;-) . You have to keep an eye on the strings of
course as well as all other cables and coaxes when you lower any crank-up
tower.

PS. On a 3 section tower we're talking of only 2 strings.

If upper sections also have locks, how is the disengagement cable that
operates the locks managed? Since the tower gets taller, there would be a
lot of cable that needs to play out as it goes up. How is that kept from
tangling up?

Hi Ian,
I beg to differ with you. I have two friends with Versatowers in Sweden and
they both have locks on all sections - one 3 section tower and the other 4
sections.
Maybe the towers are delivered with only on lock but you can buy them
separately and install on the tower yourself.

Versatowers have only one locking device, a simple flapper plate at the top
of the lowest section. The second section rests on this plate to take the
strain off the winch cable after the tower has been extended, but all of the
higher sections are still hanging on their cables and pulleys.
