ERRRR. UST does NOT manufacture the cables. The cable manufacturers do
indeed recommend periodic lubrication.

This is a weasel clause. That is, if something happens to your tower
and you haven't replaced them in 3 years (almost totally unnecessary), they
can weasel out of any responsibility. Tower manufacturers are insurance
driven enterprises and are risk averse since lubing the cables would typically
entail climbing around on the tower which has some risk exposure.
