Try and obtain either a CIA or VNA and sweep complex Z between the frequency 
extremes on both bands. 

Next, you can use TLW software and find combinations of C  and L for several 
common tuners.  Once you see the L and C extremes to obtain a match across the 
two bands, you can then select these component values. Over these frequency 
extremes you will likely exceed 2:1 SWR points and adding remote motors in a 
sealed enclosure will work well.  

To keep mechanics simple, I would first try an L network as only two controls 
are needed. TLW lets you try high-pass and low-pass L networks.  Hopefully, 
component reversal won't be needed. But the only way to know for sure is to 
first conduct the complex Z sweep measurement.  Once you know that information, 
TLW will take over, generally with very good accuracy.
