Permethrin is very toxic to cats. Take care if you have one.

chemical mixes is cost versus convenience, safety, and effectiveness. I doubt
you have any liability, when you mix up Permethrin solutions for use on your
clothes or animals but if used by others there is a potential liability as you
know.
