Yes.

That depends on the soil.

The effect of salt water is the greatly strengthen the first reflection from the earth in the far field, which forms the vertical pattern. In directions other than salt water, it's the usual reflection from lossier earth.

The earth affects verticals two ways. First, loss due to return currents in the soil under the antenna, which is reduced by a good radial or counterpoise system. Second, loss in that first reflection.
