I would attach each wire to the tower with a piece of Dacron line and an insulator, then connect it to the ring with a jumper of flexible stranded wire. Or perhaps just make the ring out of the stranded jumpers from wire to wire. Each jumper must be long enough that there is no tension in it.

I've used such arrangements for connecting window line to a dipole, and it has held up for decades.

  This may seem to be an easy problem, but the solutions I have tried have
not held up.

I need to electrically and mechanically join 2 perpendicular pieces of
bare, #12 copper wire. They will be subject to wind forces which have
repeatedly broken mere solder joints.

Suggestions ?
