Here are the facts.

N6BT made measurements on 40m. He found that radials inches of the air are
much better than many more on the ground. His QTH is OR with very good soil.

He also found for ground radials that 4 1/8 wave are better than 4 1/4
wave. At 8 radials, 1/4 and 1/8 are about the same.

With antenna on the beach. lose to salt water, one radial is enough. It
beats 64 ground radials inland easily.

K2AV claims that his FCP radials of 1/16 wave are better than longer
radials because of fewer radiationlosses. His signal is pretty good.

W8JI writes that FCP has good efficiency at high angles. Therefore good US
signals but less so DX
