Been away for some time........

Re phase measurement.

A diode ring balanced modulator type phase detector gives zero DC output
when the two inputs are in phase quadrature.

cleaning capacitors.

Soap and water works fine. But if you can get access to an ultra sonic
cleaner, even better. You'll need to renew the grease in the ball bearings
afterwards.
