[Amps] What limits DC plate supply voltage for GI7B?

Hipot is good for a relative indication but not an absolute one. As the 
tube gets hot the BDV can change and the tube can glitch.

Also the GI7BT is easier to cool than the GI7B due to the different 
cooler structure & mount.
