As long as you are not taking contest credit for a SSB contact in a CW
contest there should not be anything wrong with soliciting contacts on SSB.
As long as the actual contact for contest credit is made on CW in the CW
band.
This does seem to be a waste of time tho- a serious contest station would
be better utilized making CW contacts instead of making skeds with SSB
stations.
