With $1300.00 in hand I would look to purchase a good used Icom IC-765. 765's
can be had for less than $1300.00 in many cases.

The 765 meets all of your criteria and is a great contest radio. It also is an
outstanding CW radio.

Check out the QST review of the IC-765 (I cannot remember which year/month) and
you will find that its performance compares very well with many of the radios
made today.
