[CQ-Contest] contest rules?

I personally found that HQ stations transmitting on more than one frequency 
of the band an excessive use of bandwidth. I was asked to spot a WRTC station 
 S55xxxX which I also though was a violation of the rules 4.1.3 "Use of 
spotting nets or packet is not permitted." I just ignored that request and 
kept my mouth shut.
