[CQ-Contest] Multi-Something Proposal

I propose that we simplify things down to just a "Multi" class with a
floating-point number describing the amount of transmitting done on the
second radio. 

Multi-1.0   : Traditional multi-single operation
Multi-2.0   : Worked mults with a personal call to get them to move bands
Multi-5.0   : Ran guys when the band was hot and I was bored
Multi-10.0  : Called CQ the whole time, ignored everybody but mults
Multi-100.0 : W7RM with an octopus
