No that's not what it means for CQWW.

For CQWW the categoryt of Multi Operator - SINGLE transmitter means two 
transmitters operating at the same time with one transmitter having QSO 
restrictions. It is as simple as that.

CQWW doesn't have a real M/S category with one transmitter. Different 
contests have different rules.
