[CQ-Contest] CQing on Mult Radio

Ladies & Gents, 

Can there be any question that the rule(s) need to be
written 
so that there is NO QUESTION whether or not it's OK to CQ on
the 
mult radio? 

I've asked a number of questions about M/S over the years,
to 
persons of knowledge and/or authority, and have received the 
answer, "Just read the rules; it's obvious." Nothing more 
definitive. 

This long thread has vindicated my lack of understanding. 
PLEASE, person(s) of authority, make the rules clear and 
concise for ALL persons who might wish to compete in the 
M/S category.
