I am happy to see that the CAC is reviewing the club competition rules.
This is an area that could definitely use some work.

I generally believe the club competition is good for contesting.  It
provides an additional motivation for people to get on the air.  But I also
think the current three tier competition is not fairly constructed.  It
actually provides an incentive for local clubs to limit the participation of
their members.  It is also not right that the YCCC, PVRC, MRRC, or FRC
should ever show up in the medium club category.  We need to get away from
number of log submissions to determine club size and tie it instead to the
number of members listed on the secretary's letter.  Then the incentive
would move to getting as many members as possible to do any score they can.

The current meeting attendance rules invite incredible abuse.  Only
requiring attendance at two meetings, with no rules as to what constitutes a
meeting, makes the requirement a joke.  The YCCC is a great example.  We
have 'hundreds' (or so it seems) of meetings throughout the year so that
everyone can get their two meetings in.

I would prefer to see the rule either removed completely (lets have clubs
just sign up everyone they can and try to get them on the air) or made more
restrictive (go back to a percentage of meetings attended).
