I think there are two rules that perhaps decrease participation or otherwise
(somewhat arbitrarily, IMO) inhibit operating choices:
1. Rule:
8.5.3. A multioperator entry may (optional) utilize non-member operators
licensed one year or less without including such operators in the above 66%
calculation. (The intent here is to encourage clubs to recruit contesters
from newer amateurs without adversely affecting the club aggregate score.)
If a station owner (member of club X) invites several non-club-X members
over to have a look-see and they operate, he can effectively deny his club
all the points. The rules currently allow an exemption but only for recently
licensed hams.
This rule is easily circumvented by a few rover club members who can visit
several stations just to boost the ratio of club members.
2. Rule:
8.6. For the ARRL International DX Contest, DXpedition (operating outside
the United States and Canada) scores may be counted for either single
operator or multioperator stations even though the operation is outside the
club's area.
If a club member travels outside the club area to operate (yet remains in
the US/Canada), the club currently cannot count the member's points. This
discourages guest- or multi- operating in many cases.
In general, I feel that the station owner (or better, callsign used - I
realize they aren't the same) has the right to determine where ALL the
points go. IMO, he could elect to dole out the points operator-by-operator
(if, say, the operators were from different clubs) or keep them all "for
himself". Perhaps there are some drawbacks to this...
