[CQ-Contest] Split operation and in-use frequencies

On 40 and some extent 75 split operation is the only way in phone contests.
A DX station looks for a clear
(as clear as possible) listening frequency.  Unfortunately the stations
already there can't compete with the contestants.
As a matter of fact for those of us who have been on the other side the
stations using the frequency are not even heard much less
provide QRM.   Its been that way for the 42 years I have been contesting.

Veteran 40 meter operators gripe but accept this and move elsewhere.  On 75
there have been instances where some have gone so far as to Qrm the Dx
station in retaliation.   This is more common on Dxpeditions on 75.
Probably the same ones who populate 3830!

Maybe the next WRC conference will give us an exclusive ham band on 40, but
even there the FCC has no plans to eliminate the CW only portion so the
problem will remain.
