[CQ-Contest] Speaking about power violations

One more question about power rules. In Europe, each country has its own
regulation about power limitation. So, considering two stations belonging to the
"lower" and "highest" countries, are they competing in the same HP category ?
I know there is is only in a few dB difference (i.e. 400W for Netherlands vs.
300W for Italy) but it would nice to collect info from all european countries in
a single table for statistical purpose.

P.S.: Antennas are still standing at F6BEE (formerly TM2Y) after wind storm !
