[CQ-Contest] Does it make a difference?

There have been some wonderful posting about the problems with dupes,
errors, cheating, scoring, etc. in contests.

QUESTION:

Do the suggestions that are made in cq-contest find there way into the
adjudication process OR do these fine suggestions and insightful
comments simply echo through this reflector with no follow up action?
