[CQ-Contest] Post contest review

I havent been reading this whole thread, and maybe this was already
said. A solution could be to require all logs to be emailed within say
15 min of the end of the contest. On the other hand...I just used paper
in the Sprint, and haven't started typing it all into a logging program.
I probably wont until next week...not because Im checking but because
I'm at my summer place and left the logging programs home! I realize
also that everyone doesnt have email or computer logging capability...
