[CQ-Contest] Hollingsworth and Voluntary Bandplans

Not to be confrontational but... what does voluntary mean?
If you choose to? If you would be so kind as to?
What would the other side of THAT be? You may choose not to...
Riley said it in his comment.. it's a gentlemen's agreement....
and as often as these band plans change.. who can keep up with them...
Off the top of my head I can't even remember the standard SSB/CW boundaries
for all the bands.. I keep a cheat sheet at my desk like most hams.
I know one thing.... if he were going to try to penalize me for not
volunteering.....
I'd would become vigilant and confrontational
