What we are really dealing with is an ARRL that is running at about a
40% staffing level by any commercial definition of work-to-staff ratios.

It's a common situation for charitable, not-for-profit groups, etc. The
ARRL is not the least bit unusual in this regard.

The paid staff has a near impossible job, and a great deal of what the
ARRL does is accomplished by a dedicated band of volunteers who do it
all for nothing, as best I can tell out of a sense of doing something
for the common good.

Tread easy when  you start deciding what the League ought to be doing,
and not.
