[CQ-Contest] Why not BAN packet entirely in contests?

It increases overall activity:

* DXers who built and support the 'cluster tend to operate some of the 
contest.

* Casual operators using the 'cluster will tend to operate more and 
longer.

* Clubs or teams will encourage members to operate, in order to increase 
the aggregate score.

* It's fun.
