I disagree.  IMO, log checkers bend over backwards to give the benefit
of the doubt.  Before DQ'ing, they "prove" to themselves that the action
is deserved.  Knowing the responsibility they have, they are VERY
careful not to exercise it recklessly.

The cheater knows this and will push it to the limit.  It's not right,
but it happens.  

Log checkers:  agree or disagree?
