It means a total of 3 stations logged EA7GBB but he did not
submit a log. The closest match (unique +1) is EA7GF who 50 stations
logged. ONLY if it were a close call in determining a winning score,
I would check the following before considering a query to CQ:
QRZ Database: No such call

Buckmaster Database: Call OK (but how current is their database?)

DX Summit search: No calls found anywhere from 1997-2001

In this case, my guess is that the CQ WW Committee has the complete
Spanish database of all valid EA calls and that EA7GBB is not in it for
whatever reason...silent key, did not renew license, etc. You have a
right to question your UBN's but it really doesn't make sense to nitpick
unless you are in a very close race for a winning position or for a
record. In those rare cases, I have sometimes questioned UBN's and CQ WW
has been responsive. I agree with Tree that you usually have other uniques
not removed which are in fact bad and these offset UBN errors.
IMHO log checking is getting better and better each year by all the
major contest sponsors. We should all be thankful that they are doing an
excellent job of making the contest results an accurate indication of true
results and "separating the wheat from the chaff". Sure they may make an
occasional mistake, but the overall integrity of the process is much better
than 10 years ago. Be sure to thank them the next time you have a chance!
