May be I've been so particularly lucky, but I've always had 100% 
satisfaction with CQWWDX certificates and plaques, no missing and 
always got in reasonable times since 1978.
The same occurred to me with CQWW160, where some announced delay is not 
a real problem when finally you get what you're waiting for.
What I can say to the above contests organization is only: "tanks, fine 
job".

May be a letter to CQ is a more adult behaviour and has more chance to 
get satisfied than putting here a vague and sarcastic, public complaint 
for what could have been a delivery problem, or what so ever.

PS Why don't you print your own certificate or buy a plaque, if it's 
such a missing on your wall and you deserve it ? After all it cost much 
less than what you spend to get it.
