[CQ-Contest] Section Field In Cabrillo Header

I can not speak for other sponsors, but am happy to explain why the ARRL
uses ARRL Section in that field in the Cabrillo header.  When you read our
rules, you will see that for the vast majority of our contests, our awards
are based on ARRL Sections.  If the state you were operating from is
included in the Cabrillo header instead of the section, it becomes a problem
trying to figure out which of the 9 ARRL Sections in California someone who
put CA in the section field operated from, which of the of the 4 NY sections
the station was in. etc.  The states of California (9), Washington (2),
Texas (3), Florida (3), Pennsylvania (2), New Jersey (2), New York (4) and
Massachusetts (2) all have multiple ARRL sections.
