The reason that it makes sense to put K8CC/5 with the other fives is
that recognition is by geographical area.  Make it K1AR/6 or K1AR/7 and
the difference is more easily recognizable.  If the awards were for high
score with a particular prefix, then it wouldn't make sense to list
K8CC/5 with the other fives.  

That is also the reason that ARRL wants the ARRL Section listed.  They
award certificates per section, not per state.  It makes sense that they
would want to give out more than one first place award for all the
stations in California and this gives guys in populous states more
possibilities for recognition than in other contests that recognize
achievement by state or by call area.  It makes absolutely no difference
for those states like GA and MI where there is only one ARRL section in
the state.
