Check out this site for info on a "T" pad attenuator:

If I did the math correctly, for 3 dB of attenuation into a 50 ohm load, the
values for a "T" pad are:

R1 = 121 ohms
R2 = 20.7 ohms
R3 = 50 ohms
R4 = 50 ohms

You would have to use carbon resistors of the appropriate wattage.
