[CQ-Contest] LoTW Usage - Will you use it???

I am a tiny gun, but I'm using it. One OT question,
though, how can I get a cert. for my OLD callsign? I
followed the instructions to wait until my current
callsign cert. was good, and it is. I can upload fine
using N7OR, but when I request a cert. for N7ENU, it
fails 'cuz N7ENU is not in the FCC database. Duh. Why
would it be? I switched in November of 1996 along with
thousands of other guys. I have an email question into
ARRL, but if anyone on here has figured it out? It
isn't in the ARRL "getting started" or ARRL FAQ.
