[CQ-Contest] Reporting Jammers to the FCC

We had a major problem last year with a certain N8 station up in Michigan who 
had a long list of past infractions with the FCC.  

He decided during the 2004 SB Sweepstakes to intentionally QRM stations all 
over the 20 meter band.  Fortunately, one of the stations he QRMed was making 
wavefiles of the contest and had the idiot recorded.  The file was sent to 
Riley and the QRMer was cited by the FCC.  How hard they jerked his chain I don't 
know.  But, the only place I heard him this year was around 14275 calling 
perpetual CQs...a vast improvement.

The wavefiles make good evidence.
