At 0000 hours everyone's score may be equal but the competition is
not. You are wanting to eliminate the zero pointers as a means of
overcoming geographic disadvantage, and that will never happen unless
a handicap system is begun, much like in golf. 

The way things are now - and this is for all contests, not just WW -
is that the only meaningful competition is between stations in the
same geographic area. You can tweak the scoring all you want but that
will always remain so, absent a geographic handicap system.
