[CQ-Contest] Get me the bandplan cops - RTTY on the low end of 40!

The Region 1 bandplan is by occupied bandwith now, not by mode.
7000-7035 is 200Hz maximum bandwith, 170Hz shift in RTTY falls into that
category.
I do no RTTY but I can´t imagine that all stations in a RTTY contest will
operate within a 5KHz window

they belong.
