Unfortunately, this explanation makes as little sense as the original recommendation. If someone is 
predisposed to cheating on power, would he not also be predisposed to cheating by signing /QRP?

A QRP station isn't always going to sound weak any more than a QRO station isn't always going to 
sound loud.

 Be that as it may, the rules state it is just a recommendation, and can be ignored without penalty.
