[CQ-Contest] CK, PR, SEC = same as cut numbers

Are you suggesting that you send "AGN?" any time you need a fill on
one particular part of the exchange? Or send "SECTION?" if you need
the section fill? I had one guy send me "YEAR LICENSED 19##", "POWER
###W" and "LOCATION xxxxx" instead of the "abbreviated" exchange.
