[CQ-Contest] wide-band cw decoding: the heart of the problem

To do that you MUST stop using the brand name or derivatives from it.  CW
Skimmer is NOT a single technology, it can be used many ways from a
non-decoding waterfall bandscope, to an audio passband only decoder, to a
full automatic spot generating multi-user telnet server.  Now, pick which of
the features of the CW Skimmer or Skimmer Server you really want to regulate
and describe that feature:
Band or Spectrum Scope
Audio only code reader
Multi-channel wide band spot generator


Note that I still say that the CW Skimmer CAN be used in NAQP, either as a
spectrum scope or as an audio only code reader... so the assertions and
warning messages sent to other reflectors is wrong, CW Skimmer is NOT banned
from NAQP, only the use of spotting information from it is not allowed for
single operators.
