I've carefully examined the CQWW rules, and they do not support your 
assertion.  The rules clearly require the transmission and reception of a 
signal report and a zone number.  It would be a total "inequity" if the 
contest sponsor does not consistently cross check that each transmission was 
properly copied and logged, imposing a burden on those operators who took 
the care to follow the rule.
