Oh, OK, let's see if I follow you:

Selected ARRL contests have always used ARRL sections as multipliers.

When the old ARRL Canadian Division became the CRRL, and then merged into
the RAC, the Canadian CRRL/RAC sections were used as multipliers for these
same selected contests.

RAC this year has decided to split the old Ontario section into 4.  Which
means, by default, the selected ARRL contests that have always used sections
now have a net gain of 3.

Exactly what here is a poor decision by the ARRL?  Because it appears from
here that the ARRL made no decisions -- and didn't have to, just stay with
the same defaults they've always used.

Now, if the ARRL had decided not to recognize the change in status for
Ontario, would we now be reading the same complaints about the appearance of
a change in procedure?  (rhetorical question)

Much ado about nothing!

So, let me get this straight....

RAC splits Ontario into 4 sections, but won't use those sections in RAC
contests.

ARRL (which is independent from RAC) does use those new sections in ARRL
contests.

Sorry, but I continue to believe that this is a poor decision by the ARRL.
Maybe 
it should be reconsidered by the ARRL Board of Directors at their January
meeting.
